It has been one of the challenges for vocational rehabilitation professionals to improve the employability of individuals with disability, and to provide efficient vocational rehabilitation service. According to Artile 33 of the People with Disabilities Rights Protection Act, “the competent authorities of individual levels in charge of labor shall, according to the actual need of people with disabilities, process by themselves or consolidate resources of private sectors to provide access-free and individualized vocational rehabilitation services”. The vocational rehabilitation services include vocational evaluation, vocational training, employment services, accommodation, self-employment, and others. The aim is to provide individualized employment to people with disabilities and protect their employment rights by creating access-free employment services, eliminating employment discrimination, and improving equal employment opportunity. Accordingly, Vocational Evaluation Resource Center for Individuals with Disabilities in Northern District (VERCN) was established in 2006, commissioned through National Taiwan University by the Bureau of Employment and Vocational Training, Council of Labor Affairs.
The intention of VERCN is to integrate vocational rehabilitation and vocational evaluation resources for individuals with disability within the Northern District, and to discover the needs and challenges of individuals with disability, while promoting vocational rehabilitation and vocational evaluation services. VERCN also aims to improve the professional knowledge and skills of vocational rehabilitation and vocational evaluation professionals, promote the services of vocational rehabilitation and vocational evaluation in Northern District, as well as establish close cooperation with career transition services for people with disabilities.
